Rochester - A costume shop will pay $3,000 in penalties and costs to the state after selling toy guns that violated state law. An annual toy safety check found several realistic-looking toy guns for sale at Arlene's Costume Shop that didn't have inch-wide orange strips to demonstrate that they're toys.
