The city's housing authority plans to use a Federal grant to install surveillance systems at Bohlmann Towers, a subsidized housing complex on Main Street with 120 units, and the City Council has proposed expanding on that system. Mayor Gibbs said that the police would not be able to make arrests solely on hearsay evidence and that cameras installed in drug-free zones -- where there are stiff penalties for dealing -- could help provide documentation of crimes. ''They would be an effective deterrent,'' she said.
