01/13/2006: "Elections: NY's problems complying with HAVA"
HAVA, or the Help America Vote Act requires changes in the way the state conducts elections. NY's implementation has been tied up in bureaucracy.
From the Daily Star, January 13, 2006, Feds may sue N.Y. over voting:
In addition to not having voting-machine standards adopted, New York has failed to compile a statewide computerized list of registered voters, Kim said...Thus far, New York has received $220 million in federal funds to help comply with HAVA requirements. http://www.thedailystar.com/news/stories/2006/01/13/vote1.html
Tie-ups might not be a bad thing. There is some concern that the rush is leading to adoption of insecure machines.

Here's a March 7 update on the HAVA-compliance issue. This article mentions the 'open-face ballot' issue, where the state legislature has requires that voters be able to see all candidates for an office at once.

One good option is suggested in the article:
That is the optical scanning machine, which is cheaper than other electronic
machines. Most companies make them, even though some try to keep that
hidden, probably so they can sell more expensive machines.
You get computerized tallies with a human-verified/verifiable paper trail. The cost for the paper ballots is part of the cost of a clean election.

Editorial: State of chaos: New York risks losing federal
money by dragging its feet on voting machines
The federal Justice Department says the state has the worst
record in the country when it comes to complying with the Help America Vote Act. A lawsuit is likely now, as the federal government runs out of patience with New York's disregard for a law designed to spare the country more election debacles like the one in Florida six years ago that left the outcome of the 2000 presidential race in doubt.
