As a 'third-party' candidate, Scott first faced petitioning obstacles that the major parties don't need to worry about. He collected 215 signatures from the voters of Binghamton's District 6. Then, the competition erected legal challenges to the signatures, on technicalities about the forms Scott had used. Scott successfully faced the appellate court and won a decision, helping to clear the path for future independent candidates. The Press and Sun-Bulletin applauded that decision, in an editorial on October 11th.
